From what I have seen, Davy-the fourth rank is when your flag obtains the eyepatch & hat. That is when the ports close to your ship. And you do need a mighty crew-gunners & ship repair pirates & a great Captain certainly is a bonus. The ranking also comes into play with the KIND of cargo that a ship is carrying. Dropping all of your looted crates for treasure chests & then Royals increases your rank & puts you on the Navy's Most Wanted list.
