Maybe he is the same, but they just changed his number, after all he is weaker than Foul, it made no sense to have him as a lvl 70, it is much more fitting to have him listed as a lvl 40-48.

As a level 50 its difficult to hit something level 70, that's why he has so low of health. If he had 200k health good luck.
