Best Way Of Lvling Withiout Black Pearl Quest

i need to do the gunner questline for 2nd list in black pearl but i want the
TP rights to PDF so quikest way to lvl without black pearl?

Well, if I were you, I would probably go up to the PDF fort, and attach your voodoo doll to as many people as possible and run around like crazy. Usually, I gain 100 rep for each person... and usually I am attached to 5.

If you die, you'll come back out of jail right there so its no use to waste Tonic's unless you are close to dying.

Plundering ships would probably help a bit too, though probably not as much.

I'm not sure how long this would take... but I know you have to get Notoriety 23.

Beware though, for the PDF Totem you have to kill 6 Undead Brigands, 6 Undead Grenadiers and 6 Undead Gypsies. The Gypsies have the grave shackle skill for Voodoo and are level 27 and up... so you have to be very prepared, it would probably help to have a friend teleport to you in PDF to help you, since it HAS to be done there. They could attach their voodoo doll to heal you, while you attack the other people. If they had Cure it would definitely help too.

Actually, Gypsies range from about 23-29, for I have seen a 23 and a 29.

I believe they only go up to Lvl 28 (Gypsies)

Actually they go from level 22-28, I've seen level 22s.

The best ways I level up without quests are:

Sailing, get a crew (start the crew yourself, so you get more exp), and sink big ships (level 25+). I get 110 rep almost each time, and with a big enough crew (usually 3+), they sink fast.

Go to PDF "beach" and attack the skeletons, make sure you have tonics or a someone with a doll to heal. The PDF "beach" also has a shop for sword/daggger and pistol/grenade/cannon weapons, so if you ran out of grenades or daggers, you could quickly get to a store. It's also really good if you're about to die, you can go in the store, and your safe.

If you want to level up your grenades, and if you have unlimited access, go to Kingshead. When you go into the fort, you see a fence, get on the other side of it, and throw your grenades at that big mob of Navy Soldiers. They aren't smart enough to go around the fence so they stay right at the fence, and you don't get hurt while you throw the grenades!

Best way to level up............ go to cutthroat isle get your doll out and proceed to get the stumps. You can do 2 at a time for 200 reps. Maxed doll in no time at all.

I saw a lvl 30 gypsy in PDF lowest i saw was 23 But yeah using voodoo doll and attuning to as many targets as you can(max of 5) usually is fastest way to level. Try Kings Head for navy targets... Padres Del Fuego for the high level Undead or even Isla Tormenta works.

Gypsies are easy when you have Hex Eater Shot for your pistol. Does damage and reduces Voodoo. Once the Gypsies run out of voodoo, they're done. No more attacking for them.

isla cangrjos is the best for voodoo doll lvling, just attune as many as u can and use "curse" and "scorch" and skills that hit them low. Ill assure ull get 100 rep for each.

Also for all the other weapons if ur a high lvl between 25-32 go to cutthroat for gypsys and stumps, jus use hex shots to drain the gypsys voodoo power so they dont attack.
Go to tormenta aswell and do the same with the molusks and the brinescums

These are the fastest way to lvl, i advise use to do them =)

yep. that reminds me.... when i was lvl 19, i defeated a stump with voodoo. if i didnt get 5 dots on swarm i would have died.

Yes, for cutlass use only hack and slash, for pistol use atake aim but as soon as bar come up shoot, for voodoo doll use only poke.
