The reply i got from Members Service:

Unfortunately, we are not going to make the Father's Day quest available on our Test servers. However, if you have an avatar that has not completed the quest on our Live servers you will have a chance to complete the quest. We are aware that the Quest is not available to pirates who have previously completed it. We are working hard to make sure to have this quest available for all on our Live servers soon.

That's kinda sad with the disregard of testers in test server.

This means new pirates who can do the quest, you should use that double XP ASAP. A reset will be coming soon and you can pick up that quest again
