That would go against their "storyline" though. Right now the whole deal going down is that Jolly has made a deal with Cutler Beckett and the EITC scum in exchange for immunity against the Pirate's weapons. From Chapter X of the lore:

We fought the EITC scabs at the Battle of Padres. Lead by the infamous Marceline Guild, we managed to hand them a serious defeat. Their Commander, Lord Beckett Cutler, sent in his elite Black Guard Troops to jail the ringleaders of the rebellion. As Pirates, we forgot our differences and banned together to fight off the Black Guard. But during our encounter with them it was obvious we could do the Black Guard no real harm. The gypsies and soothsayers heard rumors that confirmed what most of us suspected; the EITC were immune from our steel due to voodoo magic! Seems that Lord Cutler and Jolly Roger were working together! Jolly now has what he wants - a willing partner and access to land.
Knowing Disney however, there could always be a plot twist in the future where Jolly requests more undead to fuel his invasions, and Beckett refuses to help with such deeds, causing Jolly to attack the island. Guess we gotta think like Disney and their numerous plot twists and turns that make no sense.

Another reason for everyone talking about a Padres invasion is the fact that the soundbites for such an event were uploaded at the same time as the Port Royal and Tortuga invasions were, but as always I take that kind of proof with a grain of salt. There's just no definitive location for Jolly to strike on Padres, unless Jack has just escaped from Tortuga to there (which the Tortuga Jolly chit-chat implies that he has escaped Tortuga).
