East India Trading Company would be the most powerful organisation at the time of the "Pirates Of The Caribbean"...a very large "company" that controls much of the shipping, importing and exporting within the "islands" of the story.

The Navy protect and work with ...and are in "cahoots" with the EITC.
Both in service to country (the British realm).

Which makes them both your "enemy" (since you are a Pirate or fugitive).

Thugs, Grunts, etc

There is an EITC office on Tortuga, right next to Doc Grogg's place, at the arch entrance in central Tortuga.

(I'm not sure if there is or where is an EITC office in Port Royal)
