Well, it definately could be the servers, but there are other factors, such as your internet connection that also play a role.
Such statements generally follow that hard to swallow truth...

"Have no problems elsewhere"
"Works fine in <insert game here>"
"I can download fast, no problems!"

Statements such as these apply false logic to the problem...
"they work, so it must not be that..."

Well compare the internet and your connection to a busy freeway/highway/roadway.

Its rush hour, and I can drive to the corner store, and to the mall very quickly as there is little or no traffic in those directions, however I want to go to the other side of town, and rush hour traffic has the way jammed, and it takes 4 times as long to go the same distance.

The internet is worse in the aspect that you cannot control the "directions" (or routing) you use to get where you want to go. You may for example have an absolutely excellent connection to one location, but a very poor one to another at exactly the same time. If the problem is some internet router outside the scope of your ISP, then calling your ISP when your having problems wont do you any good.

Now I have made this 'arguement' relating completely to 'download' speed, however 'upload' speed, the ability to send data.. (the unadvertised statistic) is actually MORE important when gaming! Your systems ability to update the networks your connected to with your actions/commands/movements. Upload speed is usually closely monitored by ISPs and usually capped (limited). It would also suffer the same issues as the download when it comes to to "traffic" or "routing".

Having a "Fast" connection, does not mean you have "Fast" enough connection to play any and every game on the net. Location, distance to servers, routing in between can be major factors. We are talking milliseconds... a few ms pause can quickly cause game lag, and you could have a super computer that fills an entire building, and it wouildnt make any difference whatsoever.... LAG.
