Yes, the developers have always described it as a "parallel universe" to the films. Here's one quote from lead developer Mike Goslin:
"We’re building a parallel universe, so we haven’t locked our game to a specific point in the timeline of the films. I think it's supposed to set in the 1st and second movie becuase Tia Dalama is in there and you don't see her until the second movie

Nope, you need to read up a bit. Seems its some kind of parallel universe, something like that series sliders had I'm guessing.

There's no timeline to the POTCO ride and there's no timeline to the POTCO game. It's set in the 703968261087463rd movie. Hehe.
