Now he is 55 rep from level 40, and he is 98% on Pearl. (At least, that's what it USED TO tell me.) I had a goal of hitting Not 40 and finishing the Pearl immediately after. If you don;t have the percentages showing, there is no good way to plan something like that.

Nope, nobody can give a valid reason. I was just pointing out, even more, how pointless it was to remove it. As said numerous times, they are "working on new quests", they must be real "smart" to remove the one thing that helps with said quests.
