Go to the other bar on the island. Each Island has at least two bars. If you're not playing the game the quest asks for you won't get the quest credit.

The King's Arm tavern (Tortuga) is past Fabiola, when you are coming from the other tavern. Go past Fabiola and follow the path to some buildings. One of them should have a mug sign on it, that is King's Arm.
