ah yes, that's right. to get skill for sailing you don't need to hit it. but i believe you need to hit it to get credit for sinking the ship. you'll get the cargo but nothing that goes towards quests.

Actually you do get credit for the quests if you only hit the ship. I just finished a quest where I needed to skink 12 Navy ships. I went out hitting a lot of ships and sunk a few. I was able to finish that quest rather quickly because others sunk the ships I hit. I think you get sailing points also.
