Follow the fence line thru the first arch, head right up the grassy hill. Go left thru the next arch and look for a set of steps on your left. Go in there, there will be one or two grunts in a courtyard. It's in there, just run around the grass til the circle pops up

There is usually 2 to 4 NAvy/Eitc at the base of those steps, too. And the Eitc inside that little courtyard, aren't always just grunts.
