Yes there is a way to get it back!
DOn't worry. Toontown has gotten many of peoples deleted toons back and pirates is the same way. They'll keep a deleted pirate in the database and within 8-12 months they'll get rid of it for good.

Live chat should tell you what to do and then manage to get it back. But if you create a pirate in the spot where your pirate was then it is impossible to get it back so make sure you keep taht spot open.
