EITC soldiers in cave in tortuga

Hi,
I need help with this task. my task is to defeat someone disguised as an EITC soldier in the caves of tortuga. now, i have been to the caves and only see ugly grey dudes and a bunch of wasps and bats. what exactly do these soldiers look like and where is the cave the guy is in?

also, my morale monitor keeps going down, what is it and what happens if it goes to 0%?
