Choppy/Flashing screen

I really don't know how else to describe this, so Ill do my best...

During game play. the screen usually flashes either in the bottom half, or top half. Sounds weird but it does. Its only the game playing screen too. I tried messing with the graphics on the option screen but no luck. Any suggestions?
