It's apparently fixed. But to save digging through the thread or cross posting/quoting.
Get next to each other (speeds up the matching) Initiate PVP Battle with someone on your Friends list. (can't be too much lower lvl than you, otherwise they will have to offer you) Accept PVP. Wait about 20 seconds. Send another PVP invite Accept PVP.
