I think the created perception for the old top tier weapons was that they were not being purchased to use, but were serving primarily as coin sinks well after the bulk of training/leveling was completed (and possibly near the end of the overall use trajectory for that particular type of equipment).
I'm just guessing, but it might seem to them that it's the perfect time to simply change the pricing structure outright. I think they're happy to have the temporary excitement of new weapon quests and new top tier weapons, but they still have to contend with the underlying need to make the top tier weapons more desirable for use while building the skill rather than as a coin sink which is invested in primarily due to the coin cap.
So, I don't think they were particularly worried about the loss of item value because they assume that most of the purchasers of those items purchased the items because they needed to create room for more gold under the coin cap rules.
