Not exactly. The artist could have put copyright, and real consequences can occur.
In fact, I have my own layout site with copyright and it's not right to just take stuff at
free will, and putting your own rules that credit back to yourself. Animations and photo
manipulations are what most avatars are made of. It could take an artist hours to do
that, and believe me, I just spent 3 hours on this animated signature. So unless you
made the artwork, I don't think you should be putting rules and "pretend copyright"
on it that credit back to yourself.
I, myself, wouldn't be happy if someone decided to just take my signature right now,
put it on their userpage, and say, "NO STEALING! I found it, not you."
