Need to find a flag from the tea company

Where would I find a tea ship? I need to get a flag for the Black Pearl quest, am lvl 7 and I have a feeling I just have to sink the tea ship to recover the flag, but have been unable to find a flag. Please help, I've been dealing with this for a few months, with no avail.

***I tried to follow the light, but I don't get anything, which is rather odd***
