Questions about Hardy Matey potion.

So, I have 2 questions in regards to the Hardy Matey I/II potions..

When receiving rep from an enemy, does it add 15%/30% per sword hack, gun shot, etc., etc., or does it just take the total rep you receive after you've killed the enemy and add the bonus then?

Also, does this potion work while creating other potions? I notice that crew bonus doesn't affect the rep you get from each potion, so I was wondering if it was the same with this.
