It seems that way, Stella. They will probably make an announcement, and everyone will have a chance to gather and crew up.
They didn't do it that way on test, but they didn't announce the invasions when they first started on test, either. I would doubt that D would just throw the fleet out on the sea, and not tell anyone. I would also doubt that they are there continuously. So, the only thing thst makes sense is to announce them.
