Flaming Skull, it burns, and doesn't burn...

Ok, so I have this little thing about Flaming Skull where, when I use it, it doesn't leave the 10 second burn. Yet, when I see some other people use Flaming Skull, they burn. I know people other than me are having this problem ( some of my friends, as a matter of fact ).

So, any ideas? Because this is very saddening.
