I've gone into the Lava Gorge (1st cave past Romany Bev) quite a few times and have never seen a Gravedigger or Bandit there. Just Undead Pirates and Witchdoctors, as WizardHawk reported. It's been that way for a couple weeks at least.

You can find Brigands in The Catacombs beyond the Lava Gorge, but have to contend with some higher level Undeads there, too.

When I did this quest, I just tp'd to Port Royal and got all 3 classes there.
