There are basically two builders - the Multiplayer Builder and the Scenario Builder. It sounds like you built the Multiplayer Builder (which then you have to play the map in Multiplayer Mode for the computer to use the map - otherwise the towns will just sit "empty"). You can play these and the computer will use them if you play the maps in Multiplayer (just choose all computer players - and make sure each as a Town Centre, enough food, wood, stone and gold to start with and three Villagers so he can get working).
