Naww hes an NPC. If you go up to him, the green circle pops up. All he says is "Sorry,
I've got nothing for you." Yes, I'm sad too. But I called him ugly! Yay me! But there IS a level 32 Unknown Raider behind him. Yeah, I died. And most of the people who were with me.
