What to do with the Dagger?

Hey all, time for me to stop lurking.

Getting ready to level my Dagger skills, and I guess my problem is that I'm not sure just what they're useful for. Finesse and Blade Instinct get 5/5 obviously, 1/5 in Throw Dirt, then...what? Seems like the Cutlass does melee better, and the Pistol does range better (unless you really need to throw something at Navy peeps). From a strictly PvE perspective, what do you all find most useful to put the rest of the Dagger points in?
