staff lvling place

as the title sugests im just wondering where to lvl staff also the vet squad doesnt give enough rep my staff is 15 im 31

Kingshead is still good for enemies other than the vet group. If you go in the forts, might be reasonable to fight them, depending on their proximities to one another. Iunno really, don't have.

Then again, The Catacombs might work well. They're slightly higher ones.

I like to go to Padres beach. There is a hi lv officer and a high lv skellie that lurk outside the cave entrance. I can take them both out with the staff and most often don't jhave to use a tonic. (unless they are both 30+ then sometime I need one. There is also a tavern there nearby and the bartender can also heal so I just get to him and hardly have to use up my tonics. ( I am lv32 (almost 33) and my staff is lv21 just got to 21 today then got half way to 22 there at the beach.

Try the Catacombs, El Sudoron, or go to the top of Kingshead and ye can find mercenaries and stuff.
