does downgrading a ship give your materials back
I'm at rank 2 and think I might want to get some materials back, would downgrading it get them back?

No. Sadly downgrading your ship does not award anything back. Hopefully in the future this changes. When at a shipwright and on the page to downgrade, it clearly says you wont get your materials back.
