First, I would like to ask: highest lv of what? Im guessing ships because thats the only thing Ive seen on potco with a higher lv than 40. Ive seen a lv 45 juggernaut... I saw it until the water was over my head.

Highest level in Notoriety: 40
Highest level in ships: lvl 45 Juggernaut (But who knows, Disney might make it capable for both to go higher.) |

I did see a Level 41 once about three months ago - at Kingshead. I herd they since have adjusted those to all be 40 - but then I've also herd that if I continue to collect treasures I could get past 40...
So yes, I have seen one - but donno if they exist now (or if it can be done with treasures...) |

yes noto max for now is 40 however it is expected to be raised in the summer when the new story line q comes out
and highest noto for weapons is 25 until further notice |

40 is the highest Notoriety, Ive seen a lvl 48 Jugg before.

I have a screenshot of Goliath at L39 - but I was sure I had another... (goes off to search) - if I find it and its different I'll let ya know...

yea jugs have the highest lvls even higher than the goliath now a lvl 48 idk @_@
