Yes.. it is accessible anywhere you can access the internet. If you access piratesonline.com via mobile it will automatically redirect you to COTD. To access it through your Itouch or computer I believe you have to follow this link:

I used it for iPhone. It worked for a while but I just grew old of it. I prefer playing Pirates Online using my phone instead. There is an app called TeamViewer, and basically it screenshares your home computer and you can just play POTCO on your phone.
