yes,

there are different servers (oceans)

which function the same if you mean tt's districts.

You can choose which ocean to start in at the screen where you choose which pirate you are going to play. You can also switch oceans in-game with the map (press 'm').

Districts like in POTBS? not really. If your a pirate and you find someone in the game, ur not restricted to a certain nation to chat with them. You can talk to anyone u find.
