Better than my average for getting Skulls....
It is all luck. That's it. Nothing you can do about it. You can try server hopping maybe but really it is luck. |

Look for one part of the Caribbean to loot in. Pick 5 main, quiet servers to stay in. Go to that loot place, and defeat all the enemies in the area (like with the four ghosts). If you're not getting a skull every 15-20 minutes, hop servers.

I agree with Sharktooth that it's pretty much all luck.
Changing servers is a good idea, I've noticed I get better look at some servers than others at times. Good luck! |

Go to the sever called Abassa. You will get more of all loot.
