Super Confused about Treasures.

I was looking at the list of Navy Decorations and found that I have the uncommon ones, Distiguished Obidence Pin, Royal Favor, and the Valiant Cross but not a single common one, same with the Odds and Ends and Valuables, so I was curious exactly what Uncommon meant, because I have no clue why I'm getting no common ones.

Uncommon is just as the name implies, it's not one of the common ones you would normally find. The reason you have those and not the common may be they messed up something once they made treasures part of the loot chests. Never really noticed this though.
