IS there any guild suggestions? I like to basically shoot down ships for loot

Try searching through the guilds section for any that may fit you. Plenty fine guilds are listed under there.

Look up the Elite Thievery Co. We're just get re-started from a GM change, but have already brought in a founder (Jinsai) and several higher levels. However, we would like to find pirates at ANY level and have only four basic tenets (Participate, Respect, Assist, and Communicate). EC
