That refers to the fictional "proto" Germanic languages and Old High German. In English, a "Reigning Queen" is a femal leader of a people.

Note that "proto" languages, are all imaginary. Linguist try to run a complete circle by theorizing what spoken language hundreds or thousands of years ago, was, then call it "proto-whatever." Which is to say, complete fiction, at best.

In the interests of remind all of that portion of the original storyline...

Sao Feng passed his "Piece O Eight" to Elizabeth just before he died. This granted her the title of "Pirate Lord". Later in Pirate Council, a vote was held between all the pirate lords to determine the pirate king. Usually the vote would always be a stalemate as each would vote for themselves. This time however Captain Jack shocked everyone and voted for Elizabeth Swann. This made Elizabeth Swann "Pirate King" as she had the most votes, hers and Jacks.

So... per the storyline, Elizabeth Swann is Pirate King! (Wether King be the appropriate title or not, it was in the script as "King")

It was a joke in all accounts: remember, all were supposed to vote for themselves. Jack, who happened to be last, just determined the vote. As well, a piece of eight was just some novelty item, or an eye...
