Hat with a feather in it

Now i see a lot of people wearing a hat that has a feather on it and i really want it. Where do i get it? Quest? Purchase?

Its a quest item from the Padres Del Fuego Clothing quest.

You get it in the tailor shop in Cuba,

Or the Barbossa one ( Which looks fairly the same ) is found in a quest
you get from the tailor in Padres Del Fuego, you must be altleat level 20 to get this quest

There's also the clothing quest from the tailor on Tortuga (Calcutter's). It's an off-white, not black, though it is pretty spiffy. The Padres quest and Cuba hat are both black but slightly different.
