Its Easy to do
Here are the steps

1. Hurt yourself somehow
2. Charge flaming skull
3. When its fully loaded drink a tonic
4. Right as you use the tonic EMEDIATELY STOP LOADING
5. load again but not all the way
6. Release ,you will now have flaming skull on your staff until you put up your staff or tp away.

oh thats not how i did it lol
the way i did it doesnt invlove any hurting or tonics lol

and with this method i can use any other attack and keep the flaming skull
or even change skull to any other attack etc..
