Between Port Royal, Driftwood, and Tortuga. Yeah its a big area but you get all types of ships there. Quests involving EITC ships can be completed in that "triangle" too. For grins, I pick off the Ferrets as I cruise by looking for bigger meals.

Off Rumrunners, or past the Anvil Warlord. If you have a good crew, you can go play with the Colossous flag. Also past outcast they have the big boys (Dread) out there.

i dont "hunt" navy ships yet
 im sure as soon as i hit john smith ill need them however i do sink em if i see em and if u have a crew (high lvl in cannon and at least 1 weap) there is a pretty colosuss behind cuba

If I'm by myself I teleport to Cuba and sail in circles around the island. They're pretty low level but generally all galleons or frigates, so I just pick up my 15 or whatever at once (don't care about their pathetic cargo really). There's also a big EITC ogre that I can tackle solo that I shoot down first so it doesn't get in my way. Plus hundreds of little EITC sloops that I shoot down as I pass by in case I need em. It's handy. lol
