I had an idea.

What it, you can raise the colors of the navy, and none of them will attack (unless provoked). Other pirates can attack you, but navy won't. You can't attack back. Also, it's unlocked at 20 sailing. Then, you have to go into an extensive quest (kill 100 navy/eitc ships) so it isn't abusable for pvp. What do you guys think?

How about personal costumes? NAVY, EITC, etc.

Or maybe potions that make you look like them so you can sneak places?

actually some clothing itens are from navy for example i have a navy shirt some people have navy hats so theres probably other clothes too

If they're not meant as Navy clothing, what are they meant as?

Yes, they're navy clothing, and they're supposed to be navy clothing.

What there should be is navy disguises available through quests that you can do so you can get through to the big navy guys and get secret information that will be useful to jack sparrow.

yeah they are tell you this give me a week from 9 o' clock tonight and i'll have an entire navy costume put together (screenshot included)

Bart, they are intended to be Navy clothing, but they aren't intended to have a purpose (related to this thread). Good luck finding a outfit though, I have yet to see more than a hat.

These sails could be activated by choosing to sail with the colors at the dingy screen. OR...... Just have them in ship customization and when you unlock them you can buy them.

sounds pretty good. It would be cool for a quest in which you have to sneak into a enemy fortreses.

I think to get the sails there should be a quest where you have to board an enemy ship then steal the sails and flags from it. then you can use them for your ship.
