Does anyone know where Alberto's personal
effects are? I looked all around Tortuga, and
I still can't find them.

The chest you need to dig up seems to be different for everyone. I've done this quest twice and the first time it was in the middle of the town on tortuga by the pigpen. The second time it was near a large tree in the jungle.
