How do I restart.....

For changing graphics to high to low I made them all medium but because my computer stinks and my mom wont buy some memory until I get a new computer I wanted to know it says, "Application restart is required for change to take effect".
What does that mean?
If you tell me to restart my computer I say WRONG!
Because i've tried that before.
Because all my graphics are on low but it thinks they're on medium my computer is lagging like a slide show.
I can't fight assasins without pressing the up button once then fighting an undead brigand and saying POTCO stinks.

I mean my computer has half a GB of memory and it needs 700 something.
700 as in more than half a GB since a GB is 1000.

So how do I restart it or stop lagging?
I mean I have less memory needed I don't want it to lag what-so-ever.

once you choose the settings you like SAVE THEM and close the options then log out of the game and log back in and thats what does it,

first of all HALF A GB thats impossible for ur computer to run with that computer i reccomend uninstaling programs on your computer that you dont need (google earth, yahoo toolbar etc) that might get you a few gigs and if your mom wont buy any more memory use YOUR money or ask your dad someone who would buy some memory try selling your computer for a new one ( a better one )

Good answer and I did that but...
IUt's weird when I used medium settings for two days I had no lag(some but not much) then I change settings back and I get all this lag.
It seems POTCO just has lag issues and that should be the first thing they need to work on.

Use my own money.
I should do that. But I doubt my mom will buy memory for her old computer. She'll probably say oh I thought you were saving up for a PS3.(p.s. I have only one reason why I would buy a PS3 because of a 4th possible sly cooper game that might come out. They need to make that!)

i agree however the only way to really get rid of lag is more servers and more servers = more $$$$$$$$$$$$$$$$$$$

My mom even said wait until december you'll get a new computer. It's only three months away.
Um...december is five months away.
That's a long time for me.
With all the band marching and concerts to go to.(and homework)
