The Navy Cannon's.. Mini-Game?

So, we have all pretty much heard of this mysterious flag of the navy's but is it a mini-game and when do you guys think that it is coming to the test game? Also, how do you guys think the mini-game will work if the navy cannon's flag is really a mini-game?
