Not really. With POTCO, your vocabulary isn't limited (with the exception of a few banned words), so you don't have the dictionary dancing that inevitably happens in VMK. You also don't get the typing tickets in Pirates. The major difference is that in POTCO, you need to hit Enter to bring up the message bar (or you can click on the icon but that's much more time consuming).
Pirates also has additional options. With one click, you can chat so that just your crew/team members or guild members can read your text. This can be very helpful since you may not be in close proximity to each other when you want to say something (in additional to limiting who can read it - good when in a ship battle).
Again, the games are different. In VMK, you tend to have more situations where players are standing around and chat (like waiting on the dock between games or in guest rooms). In Pirates, players seem to chat when they meet up, are deciding what to do next, or when sailing. In both games, there are lots of opportunities to visit.
