Sr.Penguin, Black Mack can be found in a bar through the first entrance to town near where you repair and buy ships on Port Royal. There is the ever-popular beer mug on the sign outside. I think the prize is supposed to be a card, in addition to the 150 credits. However, he has yet to hand it over!
