I dont know if thats a PvP recommendation or not.
I personally always put a dot in each of the skills, more attacks, more reps.
I click once.. get my set of attacks before the mob strikes back with thiers.
The more attacks I get in, in my turn... the better!
Other than that, im curious as well how this would effect the flow of cutlass battle having skipped a cutlass skill.
