They have boarding permissions for at sea, how bout teleporting permissions while at land?
Just like boarding permissions:
-Allow friends (check box)
-Allow Crew (check box)
-Allow guild (check box)
-Allow all (check box)
Allow all is just a quicker way then having to check all of them
