On KH I had an Officer Boss pop up as I was heading back in to fight Remington last night. He popped up just as I was coming up the alley to the courtyard before you get to Remington. I have found that fighting the bosses really helps to complete the Level 5 weapons quests and levels the weapons up much quicker than running all over looking for the list of EITC thugs they give you as well.
This morning I came across a Huge Alligator Boss on PDF back in El Sudoron as you're crossing the river to get to the beach. I'm going to head over to Outcast and see what's brewing over there next.
Not sure if they're there all the time or not, I haven't been back to look
