The test server has only three oceans meaning only about five thousand people can have a test account.(a wild guess)
Only a certain amount of people can have a test account so unless someone quits or they get less feedback they wont be sending out invites anytime soon.
I don't think test is supposed to be for fun but to report bugs to get the new things on open faster.
I believe they can also drop your test account if you never reprot bugs.(At least that's what I hear from having a toontown test account)
