I am stuck on this quest also, except I seem to be stuck a little earlier in the quest.
I have probably killed 20 Sergeants, and none of them had the Tongs.
When I started, we were supposed to find them from a "First Mate" but it changed to Sergeant while I was working on the other items.
Is there a specific Sergeant that has the tongs, or is it just random luck to find the right guy? Anyone want to share how they acquired them?
