Well, while it is definately true that your computer runs better and smoother when its cool, and that a computer overheating "might" reflect the issue in some form of lag. The two are generally not tied to each other as the OP appears to indicate.

There is more than one form of lag.

Connectivity lag: This is when the time it takes for information to travel from your computer to the server(s), and then back again is being delayed in some fashion.
This can be caused by:
A. ISP issues (problem with service)
B. Internet Routing issues (problem with path data takes, 'sometimes' your isp can help, sometimes not)
C. Internal networking issues (hardware/configuration) on local machine.
D. Network Routing issues, if you have a router internally it could be causing problems (Always keep router up to date with latest firmware).

System Lag can be caused by lack of free memory being available for the application to use. Often applications have 'memory leaks' were memory is reported as used, but is not, thereby making it unavailable to the application. Rebooting your system to clear system memory, eliminating the execution of any unnecessary applications, and memory upgrades can help. Also a lack of available drive space on your C drive can contribute as it hinders its ability to read/write data back and forth on the drive as quickly as it would like. Eliminating any unnecessary applications from the drive, and from starting up can help. Defragmenting your drive can also improve this.

Video/FPS lag: If your videocard is trying to do too much, or is asked to do too much than it can handle at a given moment it may delay its ability to process video information and cause pauses/lag in your video display. This is more susceptible to heat issues, as Video cards are more sensitive to heat. They generate alot of it doing 3d Rendering. A videocard overheating will not work efficiently. Keeping things cool is important, turning settings down to something that doesnt tax your Videocards abilities will likely contribute more, as it must be overheating for a reason (doing too much or it needs to be replaced). Under F7 options try turning down the resolution, and detail settings to better accomodate your videocards capabilities.

If your system is overheating to the extent that you need an external fan blowing on it, etc to improve things, you might want to check into a new case with more cooling fans (or add fans to existing case). Your videocard should have its own cooling fan, and it should be working properly, if not it may require replacing.
